Description

Performs complex technical and administrative work overseeing the installation, operation, maintenance, repair and construction of the City storm water and wastewater collection systems and City water distribution system, including water distribution mains, water service lines and water meters. Work is performed under the general supervision of the Water Director. Supervision is exercised over Water Distribution, Water Meter Shop and Sewer personnel.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

Planning, organizing  and   directing  the  operation, maintenance, repair and construction of the City’s collection and distribution system; coordinating  work   with  other  departments;   maintaining records and files; preparing reports. Advising the Director on future needs and plans.

  • Plans, organizes, directs and coordinates operation, maintenance, construction and repair of the City’s water distribution system, including mains, services, meters, and appurtenances in coordination with the Water Distribution Crew Leader and Meter Shop Crew Leader;
  • Plans, organizes, directs and coordinates operation, maintenance, construction and repair of the City’s wastewater collection systems and storm water collection systems, including mains, lift stations and appurtenances, in coordination with the Sewer Crew Leader;
  • Collaboratively plans, schedules and manages the City’s lead water service line replacement program;
  • Ensures departmental activities and projects comply with Federal, State and Local regulations and permits;
  • Participates in the review of subdivision and construction plans involving the department; 
  • Recommends the selection of construction contractors and suppliers working on divisional projects;
  • Preparation of bid documents and specifications for divisional projects to be contracted; 
  • Makes field inspections of division projects to ascertain status; 
  • Establishes operating and safety policies and procedures; 
  • Evaluates employee performance and safety procedures:
  • Handles correspondence, prepares and maintains records and reports on division activities using the city-wide technology platform Salesforce.com; 
  • Procures bids for supplies and equipment; 
  • Utilizes maps and Geographic Information Systems (GIS) for evaluating operations, maintaining failure records, managing assets and planning work activities; 
  • Oversees division personnel administration for Meter Shop, Water Distribution, and Sewers crews; 
  • Recommends programmatic changes to the Water Director; Hires, trains, supervises and evaluates department employees; 
  • Responds to work orders and updates work order management software in a timely manner; 
  • Works with staff, vendors and consultants to determine program needs, develop budget estimates, and submit annual budget requests; 
  • Ensures safety standards are met and safety procedures followed;
  • Performs related duties as required.

 This is light work  requiring the exertion of 20 pounds of  force occasionally, up to 10 pounds of  force   frequently,  and a negligible amount of  force constantly to move objects; work requires stooping, standing, walking, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, use of measuring   devices,  operation  of   machines,  operation  of   motor  vehicles  or   equipment,  determining  the   accuracy  and  thoroughness   of  work,  and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions.

KNOWLEDGE, SKILLS AND ABILITIES:

Comprehensive knowledge of utility operations, planning and design. Thorough   knowledge  of  the   principles, practices,  equipment,  tools   and materials  used  in  collection and distribution system maintenance;   thorough  knowledge  of equipment, repair and maintenance; thorough  knowledge  of   hazards  and  necessary   safety precautions  involved  in   construction  work;  ability   to  plan  and   supervise  the  work   of  subordinates;  demonstrative   knowledge  of  the use   and  application  of  MS  Office   Suite,  Salesforce and  electronic   mail systems; ability to establish and maintain effective working relationships with internal and external customers; ability to prepare reports and maintain records; ability to supervise the work of a large staff within a union shop setting; ability to establish and maintain effective working relationships with City officials, other public officials, associates, contractors and the general public.

EDUCATION AND EXPERIENCE:

Candidates must have a minimum of 5 years of experience in a Water/Wastewater Utilities environment, with 3 years of supervisory experience over field operations staff. Candidates must have a high school diploma or GED equivalent; graduation from an accredited college or university is preferred. Valid Illinois driver’s license.

Chosen candidate must submit to and pass our background screening process which includes drug test, reference checking, DMV review and criminal background check.
